Hi guys, How Camerica Fire Hawk mirroring work?

Camerica mapper 71 is UNROM without bus conflict, ( thanks to Fisher and Lidnariq ) but How this circuit work??

Its The only game with mirroring mapper Control

For help me to remove bus conflict from pcb !
